The Chinese Culture Center undertakes the teaching tasks for the following students in HEU: international students in undergraduate, post-graduate and doctoral programs, international students from Confucius Institute in Ukraine, ethnic minority students in preparatory courses, and students in Chinese language training programs. Based on the characteristics of the university and the definition of the college's functions, we have always adhered to the principle of “integrating high-quality educational resources, drawing on advanced educational concepts, absorbing excellent teaching content, achieving standardized and scientific management, and cultivating moral and professional talents.” We also focus on the nurture of international talents and the construction of the teaching team.

The center always upholds the responsibility of building “Chinese for Engineering purposes” brand and the HEU International Student Culture brand, using Chinese language teaching and Chinese cultural dissemination as carriers. With a student focus, we strive to combine teaching theory with practical application and our teaching mode reflects comprehensiveness, practicality, and applicability. We also attach top importance to the construction of teacher morality and style, as well as ideological and political education in all courses. Aiming at telling China’s stories well and conveying China’s voice effectively, we are committed to improving the talent cultivation system, enhancing the quality of education, and promoting the influence of our school in the field of international Chinese education. Our graduates have spread all over the world, building bridges for friendly exchanges between China and other countries in different fields.

Our center has a high-quality faculty of teachers. There are 8 full-time teachers, all with doctoral or master's degree, and over 60% of them graduated from universities ranking in 985 and 211 projects. All of the teachers are members of the Communist Party of China or other democratic parties, with strong ideological skills and excellent professional skills, actively promoting the implementation of the fundamental task of "cultivating virtue and talent". Numerous achievements have been obtained in teaching and research over the years, including leading over 50 scientific research projects at all levels, winning over 40 scientific research and competition awards at all levels, publishing over 70 high-quality academic journal papers, publishing over 20 monographs and textbooks and winning honorary titles such as "Excellent Lecturer", “Top Ten Teaching Experts”, “My Favorite Teacher” and “Exemplary Individual of Teacher Morality and Style”. In addition, we have a stable team of over 20 part-time teachers, all with outstanding teaching abilities and a strong sense of responsibility, and they have played an indispensable role in various teaching and training programs. Many teachers in the center have overseas teaching experience and have participated in the construction of teaching systems and teaching management work in partner universities. The teaching ability and professional qualities of teachers have always been developing in a sound and positive way, and the center has received the honorary title of “Excellence Award for Education and Teaching of HEU”.

The center serves as an internship base for undergraduate and master's students from Heilongjiang University and Harbin Normal University, and many teachers act as internship instructors and have guided nearly 60 students to complete their graduation internships. Two teachers serve as mentors for master's students majoring in Chinese International Education; nine teachers serve as provincial-level Mandarin proficiency testers, undertaking the testing work of Mandarin testing stations, carrying out the “Campus Mandarin Consultation and Lecture” service, and promoting the standardization of Chinese language use.

Strictly following the school's action plan, the center focuses on the theme of "emphasizing implementation, seeking development, promoting transformation, and building new achievements", our center aims at building the college into an international platform for "convergence of multiple cultures, collision of diverse ideologies, and cultivation of talents from different countries". At present, we have established a work direction to assist the university in optimizing and balancing disciplinary layout, innovating the “Chinese+” and “+Chinese” education concepts, and applying for the establishment of a master's degree program in international Chinese education. Integrating the university’s advantages in shipbuilding, ocean and nuclear engineering, our center will endeavor to cultivate inter-disciplinary talents with both strong Chinese language abilities and excellent professional skills, making contributions to the international development and construction of HEU and serving the country's policy to open education up to the world.
