College of International Cooperative Educationof Harbin Engineering University(HEU) was established in July 2003, responsible for cultivating international students from other countries and serving Chinese students who want to study abroad. The college regards the central work of HEU as “One Core”, working on the “Two-Wings” task, namely studying in China and studying abroad. Relying on “Five Platforms”, including English teaching, international tests, training for studying abroad, Chinese language test, and language promotion, the college has built a self development mechanism called “Demand-oriented and Reputation for Survival”. The college is aimed to construct an international cooperative education platform, which holds multicultural convergence, exchanges for diverse ideas, and multinational talents cultivating.

In the past two decades, the college has made great achievements in cultivating international students, international Chinese education, Chinese-Foreign cooperative educational projects, and Chinese-English language teaching. The college has a group of full-time teachers of high level and an international administrative service team, who provide quality teaching resources for Chinese and foreign students, spread Chinese excellent traditional culture, and introduce good examples in the development of modernization, in order to cultivate and influence a group of international students who know and respect China well and Chinese students who have an international horizon and patriotism.

The college focuses on improving the quality, standards and level of education, keeps exploring new models of international education, and creates a new educational pattern for studying in China, which is based on the surrounding areas and open to the world. Meanwhile, the college actively develops the cause of international Chinese education and serves the construction of “Belt and Road” strategy. Moreover, it actively introduces foreign high-quality educational resources and international advanced concepts and modes of running schools and carries out relevant cooperative educational programs, aiming to enhance the influence and reputation of the school in talents cultivating, scientific research, social service, international cooperation and other areas.

The college provides Mandarin Chinese proficiency test, HSK online test, IELTS test, TOEFL test, CATTI test and training services for students in Heilongjiang province. The college actively explores the function of university serving society, making contributions to talents cultivating and international teaching in Heilongjiang province.

Major Events:

In 2003,College of International Cooperative Education and Continuing Educationwas established, and the China-UK and China-Australia “2+2” cooperation programs began to enroll Finance major and Computer science major students.

In 2005,the collegebegan to undertake the function of cultivating Chinese language students from overseas; China-Russia “2+2” cooperation programs began to enroll Naval Architecture and Ocean Engineering major students.

In 2009,the collegebegan to undertake the functions of teaching, managing and serving international students; the undergraduate program of Chinese Language and Literature began to enroll international students.

In 2012,the collegebegan to undertake the functions of the Chinese Management Office in Confucius Institute; sent full-time Chinese teachers to teach in Confucius Institute of Southern Ukraine Normal University; HSK (Chinese proficiency test) online test site was officially established.

In 2014, the “4+0” cooperation program with Swansea University began to enroll students; the MoE training center for studying abroad was established; the A-Level International Courses Center and relevant preparatory courses program was established; the Mandarin Chinese Training and Testing Workstation was officially established.

In 2015, the College of Continuing Education was separated; the main roles of international cooperation programs were transferred to other colleges.

In 2016, the first IELTS(UKVI) Test center in Heilongjiang Province was established; the first Harbin Engineering University International Culture Festival was held; the Confucius Institute of HEU was rated Global Advanced level; the functions of the Chinese Management Office in Confucius Institute was separated.

In 2017, the hard work in cultivating international students passed the system of quality certification by the Ministry of Education, creating a competitive brand of “Study in HEU”.

In 2018, the IELTS test site passed the first assessment by the National Education Examinations Authority of MoE, becoming the only full-mark test center in China; was approved to open the TOEFL test center.

In 2019, the construction of the second TOEFL test center in Heilongjiang Province was completed and operated, which was recognized by relevant experts as “a model test center”.

In 2021, China-Tailand Technology and Culture Center was completed in Thailand; the first IELTS Computer-delivered test center in Heilongjiang province was established in HEU; the first CATTI International test center in Heilongjiang province was officially established.

In 2022, theA-Level International Courses Centerwas referred and praised by XU Qin, secretary of Heilongjiang Provincial Committee of CPC. The International Examination Center was operated safely and stably, and won the Special Contribution Award and Excellent Test Center Award from National Education Examinations Authority of the Ministry of Education, the British Council (BC), and the American Educational Testing Service (ETS).
