1.Introduction to the College of International Cooperative Education
The College of International Cooperative Education (CICE) of Harbin Engineering University (HEU)was established in 2003 and has always been committed to collaborating with foreign higher education institutions to provide elite foreign education and cultivate high-end talents with an international perspective. To support the“Russian Public Funded Study Abroad”scholarship and education programs in Russia and Belarus, preparatory Russian language training courses are offered.
Since 2013, the college has conducted various international education programs with other countries such as the United States, Australia, the United Kingdom, and Russia. It has a mature IELTS team as well as Russian language teaching team, high-quality software and hardware equipment, and exam resources, with outstanding teaching results.
2. Public funded study abroad in Russia
(1)Background of the Russian Public funded Study Program
The Russian Government Scholarship Program for Public Funded Study Abroad is a global educational support program initiated by the Russian Federation government. Its purpose is to provide international students with the cheapest and most suitable way to study abroad, making international students less burdened and choosing schools more accurately. In response to the “the Belt and Road” policy launched by the Chinese government; the project was introduced to China in 2016. At present, hundreds of students in Chinese Mainland have entered famous Russian universities through the project.
In this program, the qualifications of applicant students and specific implementation will be verified by the Russian Ministry of Science and Education, and this program has been officially recognized by the Chinese Embassy in Russia and the Chinese Ministry of Education Study Abroad Service Center. Project students can directly participate in the Russian remote examination in the Russian Far Eastern Federation region.
(2)Advantages of Russian Scholarship Study Abroad Program

Every year, tuition fees are fully waived, and for accommodation university only charges a small amount of apartment management fees (over 100 yuan per month). Students can also receive several hundred yuan of scholarships from the Russian Federation government each month for living subsidies. In addition, Russia has low prices and low consumption levels. If eating in school canteen, students only spend 8-12 yuan per meal, and the minimum annual cost of food and accommodation is only about 10,000 yuan.
l Students who choose art and sports majors, as well as medical majors, are eligible for successive bachelor-master programs.
l On campus accommodation: During the period of 4-6 years in Russia, students live on campus dormitory.
(3)Academic plan
There are many majors available abroad: economics, management, biology, chemical engineering, engineering, machinery, ocean, geology, computer science, intelligence, medicine, law, philosophy communication, Marxism & Leninism, education, art, sports, etc.
After one year of Russian language study at the CICE of HEU, the student’s grades meet the requirements of Russian universities (B2 level). According to the requirements of relevant education departments, the students prepare materials to apply for Russian universities and go to Russia for further studies. After completing all their studies, they obtain a bachelor’s degree certificate from a Russian university and can continue to apply for master’s and doctoral degrees in Russia. If students choose to return to China, they can apply for certification of academic degree obtained in Russia in China Study Abroad Service Center of Ministry of Education. The certified degree is equivalent to a domestic bachelor or master degree certificate.

Belarus is located in the Eastern European region, bordering countries such as Russia, Poland, and Ukraine. Belarus has a high level of education, and the cost of studying abroad is very low compared to European and American countries. The annual tuition fee and living expenses are as low as around 35,000 yuan, which is not much different from the cost of domestic universities.

Belarus has good social security, stable political situation, high population quality, and abundant tourism resources, with unique natural scenery.

In recent years, China's large and medium-sized enterprises have urgently needed talents who can proficiently master Russian and have a deep understanding of the markets and cultures of both countries when establishing permanent units in Belarus.
l Low starting point for studying abroad
The application is not influenced by the academic performance in high school in China and do not require language proficiency or college entrance examination scores.

5.Application conditions
1) For those who take the Entrance Exam, students should achieve an average undergraduate level or above in the province, with the score of at least 100 points (out of 150 points) in foreign language.
2) For those high school graduates, students should pass the high school graduate exam, with the foreign language being Russian.
3) Physical and mental health; Willing to pursue further education abroad, and those who meet the above conditions will be selected for admission.

7. Precautions
1) During the training and learning period, there will be no transfer of household registration or personal files. Registered students need to handle their own personal files;
2) After enrollment, a physical examination is required, and those who fail will be disqualified from enrollment.
